الواقع أفصح في التعبير عن ملامح الوجوه و نظرتها التي يسكنها الإحباط و اليأس عندما تسمع حديث شباب الأحياء الشعبية الهامشية الذي يطبعه غضب داخلي وانجرار نحو الهزيمة التي يعبرون عنها بالنسيان بتناول المخدرات و الأقراص المهلوسة والعنف ، عندما يبوحون عن معيشهم اليومي في حديث الليل الذي يتبعه وابل من السب و الشتم حول الوضعية الاجتماعية وفي صناع القرار ، و في كافة الحي وفي ذات الإلهية وفي حدة الفوارق الاجتماعية ،وفي السياسيين .
عندما يتحدثون عن قصصهم داخل السجون عن رغبتهم في دخولها من جديد بارتكاب جريمة أخرى و جرائم متعددة لأن السجن يشكل لهم متنفس على منزلهم وحيهم ، عندما تجدهم بكل ذلك البؤس الذي يشعرون والذي يترجم في الغالب بأحداث الشغب و الفوضى و جرائم الضرب والجرح ، عندما تسمعهم يبكون على ظروفهم وحجم المشاكل التي تغرق فيها الأسرة مع متطلبات الحياة بكل ما تحمل من معاناة آباءهم عندما يحتاجون دواء لا يجدون جهدا لشرائه والدوام على شراءه، عندما تتنامى أحداث العنف بأوساط الأسرة فيكف سيكون الحال خارجها ، عندما تعاين بالعين المجردة أسباب قد تكون تافهة فتكون الجريمة خطيرة تهز الحي بأكمله، لكن بتكرراها هل هزت شعور من يملكون القرار في إخراج هذا الحي وأمثاله من الغرق في الضياع ، شريط من الأحداث السينمائية تحدث بالحي تحتاج فقط إلى مخرج وطاقم تقني لتصوير المشاهد ، كل القصص حقيقية وكل حالة تجر من وراءها قصة بهذا الحي وبحي المعاضيد وحي الفرح أحياء على هامش العاصمة الرباط.
عندما يتحدثون عن ندمهم من الخروج من المدرسة ، و المدرسة لم تكلف نفسها لتعيدهم من تلقاء نفسها وتبحث في ظروفهم الاجتماعية ، عندما يغيب المساعدون الاجتماعيون و النفسانيون عن مكونات طاقم المدرسة العمومية فكيف سيتم الفهم بين المدرسة و التلاميذ المهددون بهدرها في سن مبكرة،، لماذا هم مشاغبون ، لماذا هم متمردون لماذا هم تائهون عن مضمون الدرس داخل القسم : لأنهم يحملون معهم دروسا أخرى من معاناة الحياة التي لا تستوعب لغة الرياضيات ،ولا الإنشاء ولا اللغات الأجنبية ولا الآداب ، ولا الدراسات الإسلامية ولا شيء من الحفظ ، تعلمون معنى أن يكون حيا بجانب صناع القرار يشعر شبابه بلا أمل في المستقبل ، يتجمعون برأس الدرب في شكل مجموعات متفرقة ويندبون حظهم البائس لأنهم أبناء هذا الحي وغيره من الأحياء المشابهة أو أكثر، لأنهم مهمشون عن المدينة عن المدرسة عن السلطة عن السياسيين عن الدولة ، كم يحتاج حي أبي رقراق من رواية و الأحياء المماثلة له التي تختزن الكثير من التفاصيل عن كل أسرة بقصص لا تنتهي من المشاكل .
واقع الحال أن الحي والأحياء المجاورة له بأكمله صنعت لتكون قنبلة اجتماعية تفرز كل يوم شظايا بأنواع متعددة من الجرائم والمآسي الاجتماعية، حتى رجال الأمن لم يعد بمقدروهم دخول هذه الأحياء إلا إذا كانوا ضمن فرقة متخصصة في محاربة الجريمة أو تنسيق مشترك بين السلطة المحلية والأمن.
طبيعة هذا الأحياء كانت من ضحايا التنمية المهدروة ، والتنمية المسلوبة من أي إرادة سياسية نحو تجديد الحياة بها بما يليق من وجه الدولة، ومن وجه سياسة المدينة ،ومن وجه المشاريع و الأوراش الكبيرة ، وكأن هذه الأحياء لا تحتاج أن تكون ورشا كبيرا يعيد هيبة الدولة ليس بالمفهوم الأمني بل بالمفهوم التنموي و المفهوم الجديد للسلطة الذي يسعى إلى تحقيق العدالة الاجتماعية لمن يشعرون بأنهم بعيدين عليها.
رغم كل هذا لا يعفي مسؤولية دور الأسرة في التربية إلى جانب مسؤولية المدرسة و مؤسسات التأطير أحزاب وجمعيات وأندية رياضية والوقوف عن دور المؤسسات السجنية التي تعاني بدورها من أعطاب تكشف عنها تنامي ظاهرة العود .
إن ظروف الشغب الصادرة من لدن قاصرين وشباب لا ينبغي معالجتها فقط في الجانب الأمني لأنها ستزيد من حجم المجهود المطلوب من السلطات الأمنية و العمومية أمام حالة التراخي من لدن مؤسسات التنشئة الاجتماعية وسيتطلب الأمر تغطية عجز باقي المؤسسات في ترسيخ ثقافة القيم داخل المجتمع لأنها تحتاج بدورها إلى ترسيخ القيم في ذاتها
واقع الحال يتطلب إطلاق مبادرة مجتمعية لصالح الشباب في المدرسة في الأحياء في الجامعات والمعاهد في المناطق المهشمة من اجل إعادة تشكيل الوعي المجتمعي متشبع بثقافة القيم و البناء التي تنسجم مع طموحاته في محاربة الفوراق الاجتماعية وتحقيق العدالة الاجتماعية و الاستفادة من طاقات هذا المكون لصالح تنمية البلاد.
